    Education Department (Scheme): Ullas Navbharat Literacy Program

    Preface

    Government Decision School Education and Sports Department No. Nabhasaka 0333/P.No.39/SD2. d. As per October 14, 2022 and as per the recommendations of the National Education Policy 2020 and the Sustainable Development Goals of the United Nations, the Government has decided to implement the “Ullas Nav Bharat Saksharta Karyakram” sponsored by the Central Government to achieve 100 percent literacy and numeracy by 2030 for all youth and adults, male and female, from the year 2022-23 to the year 2026-27.

    Objective of the Scheme

    • To develop basic literacy (reading, writing) and numeracy among illiterate persons aged 15 years and above in the country.
    • To develop important life skills to learners aged 15 years and above. These include financial literacy, legal literacy, digital literacy, disaster management, health care, childcare, education, and family welfare.
    • To implement the program in collaboration with NCERT/SCERT and NIOS/SIOS to provide basic education at equivalent Preparatory Level (Class III–V), Middle Level (Class VI–VIII), and Secondary Level (Class IX–XII).
    • To provide vocational training to learners aged 15+ for employment, re-skilling, and upskilling in collaboration with Central and State/UT Ministries/Departments.
    • To provide continuing education including arts, science, technology, culture, sports, entertainment, and local interest subjects through quality resources with the support of Higher Education Departments.

    Salient Features of the Scheme

    • The term “Education for All” will replace “Adult Education”.
    • “School” shall be the basic unit for implementation of the scheme.
    • Beneficiaries and volunteer teachers will be surveyed by schools.
    • Students from families with no illiterates will help illiterates in the neighbourhood. Volunteers will include school teachers, teacher trainees, Panchayat Raj officials, Anganwadi workers, ASHA workers, NYKS, NSS, and NCC members.

    Method of Implementation

    • Volunteers shall be “self-employed” and will not receive salary/remuneration.
    • The Vidyanjali platform will be used to identify volunteers.
    • Approximately 5 crore participants including students, teachers, and volunteers from institutions like NYKS, NSS, NCC will be involved under UDISE. Community participation and CSR will be encouraged through the Vidyanjali portal.
    • Participation will be voluntary. Different age groups will have tailored methods. States/UTs can implement innovative initiatives. Adult education opportunities will be widely promoted.
    • An Outcome Output Monitoring Framework (OOMF) and online MIS will be used for progress review. Monitoring will occur at national, state, district, and school levels via UDISE. A central portal by NIC will collect data. The Directors of Education and SCERT Maharashtra will ensure compliance with directives from the Central Government/National Literacy Mission.

    Administrative Structure

    Under the Government Decision of School Education and Sports Department dated 25/01/2023, State Level, District Level, Group Level and School Level Committees have been established for the implementation of this programme.
