Maharashtra State Rural Livelihood Mission (UMED)
The Swarnajayanti Gram Swarozgar Yojana has been transformed into the National Rural Livelihood Mission (NRLM). In Maharashtra, this mission is implemented as the Maharashtra State Rural Livelihood Mission (UMED), operated by the Rural Development Department of the Government of Maharashtra.
Objective of the Mission:
The mission believes that the poor can overcome poverty if given necessary support. It aims to eradicate poverty by organizing rural poor people, especially marginalized women, into Self-Help Groups (SHGs). Through these institutions, the mission seeks to:
- Strengthen and empower the institutions of the poor
- Enhance their capabilities and skill development
- Provide financial services
- Create sustainable livelihood opportunities
Core of the Mission:
The mission focuses on enabling poor and vulnerable rural families to lead a prosperous, dignified, and secure life. This is achieved by forming autonomous, inclusive, and democratic community institutions that secure rights, financial services, and livelihood opportunities.
A three-tier structure has been established under the UMED mission at the state, district, and taluka levels. In Sangli district, it was launched in FY 2019-20 under an intensive approach covering 10 talukas.
Key Components of the Mission:
- Social Inclusion: Inclusion of at least one woman from every household in SHGs; strengthening village and cluster-level organizations.
- Strengthening Institutions: Capacity-building of SHGs via training programs conducted by Community Resource Persons (CRPs).
- Financial Inclusion: Providing financial assistance through government and bank linkages to SHGs, VOs, and federations.
- Sustainable Livelihoods: Helping poor families earn at least ₹1 lakh annually through employment and self-employment opportunities.

Broad Approach of the Mission:

Implementation Strategy:
- Village outreach programs by CRPs (15-day visits per team of 5)
- Formation and strengthening of SHGs for marginalized women
- Inclusion of remaining poor families into SHGs
- Weekly SHG meetings and following a 10-point system
- Formation of village organizations to address local issues under the “Self-Development to Village Development” concept
- Support from various CRPs: Financial Literacy Sakhis, MIP Sakhis, Bank Sakhis, Agriculture Sakhis, and Livestock Sakhis
